It’s possible now for recorded and transmitted voices (so over the phone or on the radio, etc). There are also things you can talk into that change the pitch of your voice. Is that what you meant?
Theoretically, yes. Your voice sounds higher pitched if the sound waves move out of it quickly, which is why helium gas makes your voice squeaky: sound waves move faster in helium than in air.
So you could have a little device implanted in your throat which release gas when you press a button on your remote control.

some people who have had their voice box removed for medical reasons use an electronic voice so I guess it could be possible for us all – but probably not in the near future.
I guess if we can make a small device to alter the vocal chords would be the other way of doing it rather than a complete synthetic voice – I guess that is possible and kind of cool – though the operation you’d have to have to fit it might be a tad unpleasant.
Singers do this all the time, using the electronics in microphone systems etc., which is why live bands can sound quite different to how they “normally” sound on a pre-recorded song on a CD/iTunes etc. (where sound engineers have had plenty of time to make it all sound “perfect”).
But I think you are talking about normal people being able to do this? I guess in theory that is possible, but I’m not sure why many people would want to do this, unless they didn’t like the sound of their own voice.
Not that I know of. But there is an area of science called human enhancement which looks to use natural or artificial means improve human characteristics and capabilities. Perhaps voice alteration will be a part of this!
